To aid discussion about the order in which stations should be made wheelchair-accessible, here is a list from "Interchange in London", a study produced by London Transport Planning in July 1997. The Underground, Railtrack and shared stations outside Zone 1 with the most station entries are as listed. Note that transfers from overground to underground or vice versa are not included in this list - the figures represent people entering the station from the street or bus station. Figures are passenger entries per day. I have checked and rechecked this list - stations in outer London which are not listed here have less than 5000 passengers entering per day. The original document did not state whether the data relates to weekdays only or is averaged across the week. I don't know why Wimbledon appears twice - maybe one figure represents National Railways and the other represents the District Line, or maybe it was just a mistake in the original document.
